C-JeS stated approximately half a day ago that when it called KBS, KBS stated that airing JYJ may result in getting the whole event cancelled (see here).
Then KBS released a statement that claimed that it had nothing to do with JYJ’s cancellation (see here).
Now, the state of Jeju — the other co-host — has released a statement, saying that Jeju has nothing to do with JYJ’s cancellation and that KBS is in full charge of the selection of cast.

The actual hosts – the state of Jeju (T/N: equivalent to referring to the region and government of Jeju itself) and KBS Jeju are not revealing their official positions.
The state of Jeju’s head official for Management of World Nature Legacies, Kang Sunghoo, said on the telephone conversation with <Headline Jeju> on the 17th that: “It is true that the state of Jeju is a co-host of the event. But we are only in charge of the administrative support. We understand that the soliciting/procuring of the appearing cast and the decisions is completely done by the head office of Jeju.
It is that, even though Jeju is a co-host, the procuring of the appearing cast is fully in the realm of KBS.

Aren't they scared of outrage from the netizens and angry frustrated fans who are deprived from seeing JYJ.... i'd be peeing in my underpants at the thought of the unjust outcry
